4.Continue to promote cleaner production。We will promote mandatory cleaner production reviews in key industries such as steel, chemical, petrochemical, coal, electric power, nonferrous metal smelting, and cement, promote advanced and applicable technologies, processes, and equipment, carry out technological upgrading of cleaner production, and make efficient use of resources and energy so that enterprises can save energy, reduce consumption, reduce pollution, and increase efficiency。By the end of 2015, the first round of cleaner production audit in key industries will be completed。By 2017, the province's steel, cement, chemical, petrochemical, non-ferrous metal smelting and other key industries pollutant discharge intensity decreased by more than 30% compared with 2012。
2. Strengthening prevention and control of urban air pollution。

8.Construction of high-pollution fuel no-burning zone。We will carry out the delineation of high-pollution no-fire zones in an all-round way, and adjust and expand the scope of no-fire zones in accordance with the development of urban built-up areas。By the end of 2014, all kinds of facilities that have been built to use highly polluting fuels in the high-polluting fuel no-burning zone will be dismantled or replaced with clean energy。All localities should issue relevant regulations to strengthen the management of fireworks and firecrackers。
9.We will strengthen urban ecological development。We should give full consideration to the carrying capacity of industry, population, transportation and environment, scientifically plan the scale of urban development, and guide the rational distribution of population。We will formulate a master plan for the urban environment, strengthen the control of urban ecology and green space, and form an urban spatial pattern conducive to the diffusion of air pollutants。In urban planning areas, it is prohibited to build new construction projects that are seriously polluted by waste gas, and those already built shall be relocated and renovated。By 2017, all cities have basically completed the relocation and transformation of heavy polluting enterprises in the main urban areas。Actively build garden cities and environmental protection model cities, and strive to create 10 green ecological demonstration zones by 2015;By 2017, the green coverage rate of urban built-up areas in the province will reach 44%, more than 3,000 kilometers of greenways will be built, and more than six cities will successfully create environmental protection model cities。
3. Promoting the prevention and control of motor vehicle pollution。

16.Build ecological industrial demonstration parks。Optimize the spatial layout of the park, and scientifically determine the industrial positioning and development direction。We will improve supporting policies and measures to promote the exchange and recycling of various raw materials, products, by-products and discharged wastes by enterprises in the park, significantly increase the output rate of main raw materials and the recycling rate of resources, and strive to build a resource-saving and environment-friendly ecological industrial demonstration park。
17.Strictly control the production capacity of the "two high" industries。Formulate and implement the "two high" industry access catalog and total capacity control policies and measures that are higher than the national requirements。We will no longer approve new capacity projects in industries with serious overcapacity, such as steel, cement, electrolytic aluminum, flat glass, and ships. We will formulate capacity replacement plans for new, reformed, and expanded projects, and replace them with equivalent or reduced capacity。We will review and resolutely halt construction of illegal projects under construction with serious excess production capacity, give full play to the market and the mechanism for energy conservation and environmental protection, and further reduce excess production capacity。
18.We will speed up the elimination of backward production capacity。We will establish and improve systems for announcing the elimination of backward production capacity, target responsibilities and incentives, and encourage local governments and enterprises to eliminate backward production capacity ahead of schedule。By the end of 2014, complete the province's "Twelfth Five-Year" backward production capacity elimination task;In 2016 and 2017, we will implement measures to eliminate backward production capacity with a wider range and higher standards。For regions and enterprises that fail to complete the phase-out tasks on time, the approval, examination and filing procedures for construction projects in key industries in the region will be suspended, and the emission permits and production permits of enterprises will be revoked in accordance with the law。We will strengthen the comprehensive environmental improvement of small industrial polluting enterprises, and implement intensive layout, transformation and upgrading, shutdown and transfer, and classified treatment。Strictly prohibit small chemical, small lime kiln, small smelting, small mine, small mineral processing and other environmental illegal enterprises。
19.Strict access to energy conservation and environmental protection。We will strictly implement the total emission control of major pollutants, and make whether the emissions of sulfur dioxide, nitrogen oxides, smoke dust and volatile organic compounds meet the total emission control requirements as a precondition for the approval of environmental impact assessment of construction projects。We will implement a system for managing the discharge permits of major pollutants and reducing the discharge of air pollutants by the same amount。According to the needs of environmental quality improvement, special emission limits for air pollutants shall be implemented。We will strictly implement the "three simultaneous" system of environmental impact assessment and environmental management for construction projects, and implement the linkage of planning environmental impact assessment and project environmental impact assessment. 20.Vigorously develop the circular economy。Encourage industrial agglomeration and development, implement circular transformation of the park, promote the construction of infrastructure such as waste exchange and utilization, mass and graded utilization of energy, and public service platforms in the park, promote the circular production of enterprises, the circular development of parks, and the circular combination of industries, and build a circular industrial system。We will promote the "100 million" demonstration project for the development of a circular economy, accelerate the construction of demonstration bases and key enterprises for the comprehensive utilization of resources, and build a number of demonstration enterprises, parks and bases for the circular economy。By 2017, the province's energy consumption per unit of industrial added value will be reduced by about 20 percent compared with 2012, and more than 50 percent of national development zones and more than 30 percent of provincial development zones will implement circular transformation。
Twenty-one.We will accelerate the development of energy conservation and environmental protection industries。We will vigorously promote the development and industrial application of major energy conservation and environmental protection technologies and equipment。We will encourage enterprises, universities and research institutes to develop emerging industries in environmental protection, and foster a number of large and medium-sized enterprises that are competitive in energy conservation and environmental protection。Relying on the industrial base of Hefei, Wuhu, Maanshan, Bengbu and other cities, to build energy conservation and environmental protection equipment R & D and manufacturing industrial bases, significantly increase the income of air pollution control equipment, products, and services industry, and effectively promote the rapid development of energy conservation and environmental protection industry。
5. Adjusting and improving the energy mix。

27.We will vigorously develop green buildings。We will accelerate the implementation of green building actions, encourage government-invested public buildings to take the lead in implementing green building standards, and encourage the construction of low-income housing and real estate projects in accordance with green building standards。We will speed up the energy-saving renovation of existing buildings, strictly implement mandatory energy-saving standards for new buildings, promote the integrated application of renewable energy in buildings, and promote the large-scale application of regional cooling and heating, distributed energy, solar energy, shallow geothermal energy, and biomass energy。By 2015, the province's solar thermal building integration application area reached 60 million square meters。

29.We will strengthen pollution control in enterprises。We urge enterprises to strictly manage their internal affairs in accordance with the requirements of energy conservation and environmental protection standards, increase capital investment, adopt advanced production processes and treatment technologies, ensure that emissions meet standards, and strive to build resource-saving and environment-friendly enterprises;Consciously fulfill the social responsibility of environmental protection, take the initiative to disclose corporate environmental information, and accept social supervision。

Thirty-two.We will improve the price tax policy。We will improve and implement the electricity price policy for denitrification and dust removal。Differential electricity prices, water consumption quotas and price increases over quotas shall be implemented for industries with high energy consumption and high pollution that are restricted or eliminated by the state and listed in enterprises shut down by the provincial government。We will improve policies for peak-valley electricity prices and seasonal electricity prices, guide people to change their way of life through reasonable price differences, and promote the application of energy-saving products。We will increase the collection of pollutant discharge charges to ensure that they are fully collected。We will raise pollutant discharge charges in a timely manner, and include volatile organic compounds and construction dust in the scope of pollutant discharge charges。We will implement state policies on consumption tax, export rebate, resource tax and preferential treatment of enterprise income tax to promote atmospheric environmental protection。
Thirty-three.Increase investment。We will make scientific use of planning, investment, and industrial measures to establish and improve investment and financing mechanisms for energy conservation and environmental protection。We will encourage private and social capital to invest in air pollution prevention and control, and guide financial institutions to increase credit support for prevention and control projects。We will explore mortgage financing models for pollution rights, and expand financing and leasing of energy conservation and environmental protection facilities。We will expand the scope of government procurement of energy-saving and environmentally friendly products and increase the proportion of such products。Governments at all levels should increase investment in environmental protection,We will support efforts to curb air pollution,We will increase policy support for projects related to the people's livelihood, such as "coal to gas" projects, the elimination of yellow label vehicles and old vehicles, the replacement of low-speed trucks by light trucks, and the building of environmental protection capabilities,The funds for the construction, operation and supervision of air quality monitoring stations will be included in financial budgets at all levels,We will provide guiding financial support for cleaner production demonstration projects in key industries。The provincial finance department has integrated special projects such as emission reduction of major pollutants, set up special funds for air pollution prevention and control, and increased the input of provincial capital construction investment in air pollution prevention and control。
